Buildings being ruined for want of repairs, will make the beginning of my Government a laborious and arduous task, besides bringing the Colony into great expenses.  These may for some time past have been much reduced, but it has been injuring the welfare of the Colony.  I found the Church standing with two sides & one end to it.  The principal Store House & Granary not water tight - the other different places for receiving stores in the same way, and this House bearly habitable, and the Town Houses miserably neglected & most left half built.  At Parramatta the Church also unfinished, and all the other places in a very bad state, as likewise at Castle Hill, & Hawksbury. I am obliged to state this to you because you will hear of increased expences, but my improvements & rapidity with which I trust I shall bring the Colony forward, will make amends for all, and when I have done I think it will be a very charming place. The first of my works here is about the Church and the project is already possible.  The People are at present quiet, but we have some runaways in the woods.  Next year
