by expectation of support from the Convicts, whose great object would be emancipation. It is therefore not like our other Colonies where our Ships of War are not under the orders of the Governor; but a Colony subject to difficulties, for which he is reponsible if he does not surmount them, & therefore more particularly necessary he should hold the Naval Command.

I cannot see how it is incompatible with the service, it has not been found so hitherto and I was appointed under a firm belief that I should hold the Government with the same Powers as my predecessors; which if not the case, the Navy Vessels stationed about the Colony may become indolent and inactive & unless particularly called into action be of no use.

Now my Dear Sir I beg you will call to mind that Lord Camden's agreement with you was, that my salary of Governor was £1000 a year from my leaving my ship, & £2000 on my taking charge of the Colony to be Commander of all the King's Ships or Vessels on the Station, with full pay; and my Rank as Admiral when it came to my turn.
