My Dear Sir
Since you left me I have been harrassed with attending on my equipment and disappointments. I find that instead of my going out with the command of all the Ships & Vessels to be employed at New South Wales, the Naval and Civil department is to be separated, & the Naval Sea Officer who goes will be ordered to cooperate with me as the Officers do in other Colonies, as Lord Barham appears to think that the command of a Vessel at Port Jackson whilst the Governor is on shore, is incompatible with the Rules of the Naval Service.
The Governor being a Port Captain is surely competent to command the Maretime department, for it cannot be supposed he can have any aid how to direct it, while the nature & description
