months ago --- Until the South Passage is explored I think it would be very unsafe for any Vessells coming  from a long voyage ever entering these Straits without on that side; But between the North end of Kings Island & Cape Otway there can be no danger as the track has been so often [indecipherable], & all the positions on that side are so well  ascertained exclusive of the shelter Port Phillip, & Western Port affords---
I have  in every earnest manner recommended the making a Settlement at Port Phillip for the very advantageous account given of it both by Capt Flinders & Mr Murray; Its relative situation to this Colony requires it.  The soil is excellent, & the Timber there --- added to which the security & capaciousness of the Harbour, seems to point it out as absolutely necessary that a settlement should be made there, for can there be a Doubt of its being a better wheat Country than this from its being in a higher latitude So fully convinced am I of the Utility this would be of to this Colony that I would have decided on this [indecipherable] before I hear from England, but the truth is that I have not a friend I can share or trust with such
