Sir,

I have been much surprized at finding it rumoured within these few days amongst the Friends of Capt Short late of His Majestys Ship Porpoise, that a representation has been made to the Lord Commissioners of the Admiralty that it was instigated to bring the Charges lately exhibited by me against Capt Short, by Capt Bligh the Governor of N. S. Wales.  I am totally ignorant what grounds there can be for such a representation equally injurious as it is to my Character as to Capt Bligh's.  I do not recollect that any Witnesses were examined upon the Subject before the Court Martial.  If there was any such examination, in [it] was in Support of Capt Short's defence, to which i was precluded from making my Reply by the Rules of the Court
