better understood to render usefull service to his country in that Line  in the mean time as a Promotion is likely erelong to to take Place  I cannot help saying that by raising him to the Rank of Master & Commander your Lordship Cannot fail to give lively satisfaction to all who have read Capt Cooks voyage or Lieut Portlocks own account of his discoveries on the norwest coast in short to every  one who interests themselves in the progress of marine discovery
