Dear Sir

     You have been such a constant Patron and Friend to all deserving Circumnavigators who in the late voyages on discovery ventured their lives with Captain Cook & other commanders, that notwithstanding all the trouble w.ch you have so readily & heartily taken for me & my family on every occasion that has been pointed out to you, I cannot help importuning you to exercise your zeal & kindness once more, in behalf of my worthy Son-in-Law, Capt. Phillips.

     He informs me that the Place of Agent of Marines being vacant by the death of Capt. Williams; and having few friends in power, he is unable to make application with hopes of success, though much encouraged by some of his acquaintance to become a Candidate.  All that I can urge in favour of his pretensions, except the honour, integrity, & worth, of his private character, is:
