received so many applications to send orders by the Buffalo to England for Supplies of Stores for the Porpoise as made him wonder what could have become of the Stores brought from England in the last mentioned Ship.  The Deponent answered that he conceived that the Stores of the said Ship had been wastefully expended upon which the Governor told him that if he did so conceive it was his Duty as an Officer of the Ship to inform the Navy Board thereof.
