Wilson addressed Congress on the 9th of January and set forth America's objectives as follows:</p><p>[original image in English]<br />1) open peace covenants without private international understandings;<br />2) absolute freedom of the seas;<br />3) the removal of economic barriers;<br />4) the establishment of international equality in trade conditions;<br />5) a guarantee for the reduction of national armaments;<br />6) the impartial adjustment of colonial claims based on the principle of the wishes of those governed;<br />7) the evacuation of Russian territory;<br />8) the opportunity to be given to Russia for political development;</p>
