and liable to be killd by him as wild animals committing waste on his Property;  the Governor however has wisely refusd to obey the orders he has receivd on this head, trusting to the wisdom of Government to undo for their approbation of his conduct in this Respect refusal under these circumstances.

There is every reason to believe that the 3 Rams & the Ewes with which Capt. Macarthur began his Flock were a great portion of Capt. Macarthurs Flock form the Establishment of which he so crudly demands a reward from the Public obtaind by him in the course of his disgracefull Traffic of Spirituous Liquors, from individuals to whom they had been granted by government as a Farming Stock on their Farms on their having shewn symptoms of Reformation & that some if not all of these unfortunate men wretches, who when Capt. Macarthur thus obtaind their little property from them were at that time beginning to lead new lives & reap the comforts of honest industry, were plungd back by despair arising from their imprudence into a life of vice & misconduct from whence they had so lately emergd & some of them are now perhaps working at the Brick Cart as degraded Slaves, who but for had Capt. Macarthur remaind in Europe never been born would have by this time have become usefull & honest Settlers.

The history of the establishment of a Flock importation of the breed of true merino Sheep in New South Wales the Reader is refered to will be seen in a Letter from Capt. Waterhouse enclosd in this, from whence it will appear that the Public is wholly indebted for this interesting circumstance improvement to the Patriotic zeal of Capt. Kent & Capt. Waterhouse & more especialy to the latter for all [indecipherable] sheep which will in due time accrue from the circumstance of their having invested their own money in the Purchase of these Sheep, when the commissary of Government who alone had the Power of dispersing public monies, absolutely refusd to have any concern with them.
