Some Circumstances respecting Capt. Macarthur, Late of the New South Wales Corps stated for further investigation previous to the granting of any further additional indulgence to him on the part of by Government on the Plea of his having establishd a Flock of Fine Wool Sheep at Sydney.

Mr Macarthur visitd first came to New South Wales in the character of an officer Lieut in the N.S.W. Corps, his Father was a mercer & Taylor at Plymouth.  Consequently his habits had not before that time he enterd the Army led him to acquire any knowledge in the management of Sheep, his whole skill as a Sheep master must therefore have been acquired in the Colony.

For him having a monopoly of all the Spanish Sheep in the Colony as is suggested in the Papers laid before the Commee [Committee], it is apprehended that he never was able to collect one half Fourth of the Flock brought over by Capts Kent & Waterhouse from the Cape.  The rest are in the hands of individuals & of the Government, and who continue to distribute them to deserving Settlers & of divers individuals other inhabitants every one of whom are as capable of Promoting the Breed of fine woold sheep & as deserving of doing it as Capt Macarthur can possibly be, but not one of them those have laid claim to any encouragement on that head much less to any Reward grant of Land as the success of their endeavours will enable them to extend their concerns full as fast as their Flocks can be expected to increase.

In the consideration of Mr. Macarthurs case their Lordships should be aware that his visit to England as he modestly terms it, was under
