Mr M [Rios?] says that the Population of Rio Plate is much more likely to be 500,000 than as mostly millions & that the whole population of the Spanish America is not estimated at more than 12,000,000 he says that a water Carriage of Silver from Potosi to Rio Plate is Quite False
