In confidence

     Admit the the Admiralty put the Convoy (of which the Sinclair was one) under charge of the Porpoise;  had not Capt Bligh, or Short, an order also that the latter was to attend to the former's advice, or direction what Courses to Steer and the general direction of the Voyage? If so, & supposing the Sinclair to be steering such course was Capt Short Justifiable in firing that into the Sinclair, on board which Ship Capt Bligh was who at that time led an Admiralty Commission as first Captain of the Porpoise? 

     Was the ill-treatment Bligh received from Short at St. Hellier's  in the former being refused a Boat to take his Letters on shore, when on the point of leaving England & the Insulting Letter sent by Capt Short to Capt Bligh respecting a Letter laying the appearance of being [indecipherable].

     Has Capt Bligh's representation respecting the Stores being injured on board the Porpoise, been attended to, or Considered  And has that Officer done more than his duty by stating it as a matter of fact.

     In consequence of the Mutual Complaints & recriminations between Capt Short & his Officers (the Lieut and Master), and the opinion Capt Bligh formed from the reports of the two Courts of enquiry
