I have no doubt that the money which the Proprieters of the Horncastle navigation are to supply for the creation of works at Lincoln will be ready as soon as the General Commissioners are ready to carry their plan into execution but the Proprieters do not think it necessary to lodge it in the hands of the Commisioners till they have approved at least of a Plan in the meantime if money is wanted for the Purpose of Procuring a Plan they are ready to advance their Proportion.
