cannot now well happen and they have it only in their power, at present, to send out a Port Captain to annoy me.  When the Commission was granted as Commander only, Mr. Cooke said to me, he will yet get that altered.  If this is done my consequence will be perfectly sufficient, and I promise myself a very successful government and you my Dear Sir much satisfaction from it.  I have constantly shown every attention to Mr Chapman, to whom I have noted all material parts of the dispatches which I read at his request, and have no suspicion of having in any case been too importunate.

     The last letter from Govr King contains matter for serious consideration, on account of the process of civilization among the South Sea Islanders from the intercourse with our Shipping;  many of the Seamen remaining among them, and supplies of arms & Ammunition.  Perhaps it will be found necessary to prohibit by Act of Parliament the trading with either of these articles, & to prevent as much
