improper that I shall ever spurn at him and any overture he makes. I have written to the Secretary of the State & Admiralty that as soon as I can I shall send home a Statement of his proceedings, and I expect relief as soon as possible.  This Admiralty concern is a very unaccomitable one.  They should have directed C. Short to have followed my orders in every respect, & given me power to have hoisted a Pendant in this Ship, whereas they have done it by halves, & put it in the power of a viscious Man to torment another from whom every good was to be expected.  Indeed they have given it from him an order to put himself under my command when he arrives at Port Jackson, whereas my Commission supercedes it whenever I please to go on board.  This order has driven C. Short every way wrong.

The vexations & troubles I had before I left England prevented me from representing many things.   But this which follows I recommend to my Friends attention, for the quiet of the Colony in the Naval department by preventing improper conduct in subordinate Persons, as likewise to punish great offenders. The Government of the Colony have no controul over the Navy, and let their excesses be what they may
