have been very much blamed for adopting & carrying into Effect a Measure of such Magnitude without summoning & consulting the whole Body of Prebendaries constituting the Capitulum majus, & being sanctioned by the Opinion of some first Rate Surveyors.  Some years ago, I understand, the former was very much reflected upon for presuming to rescind an Order made by the latter - which was, that a 10th part of all the Fines shd [should] be set apart every year for the Repairs of the Fabrick.  For, had that Order never been rescinded, a much greater Sum wou'd have accumulated than wd [would] have been sufficient to rebuild the spires;  were it even absolutely necessary to have taken them down as irreparable.
