London Septr 7th 1796

My Dear Sir

While at Plymouth I received several letters from N. S. Wales, where I understand they go on as  they have done for some time past: individuals making fortunes at the expense of the Crown, but this observation only relates to the Seat of Government, for at N. Island King as usual is labouring for the public, & doing nothing for himself, nor do I see that anything is to be done for him at home;  he was to have his half pay in addition to the £450 a yr he receives as Lt.Governor, & it is now more than a year that I was promised it should be settled, but it remains in the same state. The Admty cannot pay it without an Order from the Privy Council, & which is necessary, for any Offr to receive half pay, while he holds any public employ, nobody feels interested in
