or Mr Nepean tell you that they want a person to take charge of the Convicts who are employed in Cultivation, that is to direct their labours, & to collect & return into store all that will be raised for the support of three or four thousand people, let me beg of you to look round you for a man who may be equal to the task, he must be something more than the common farmer to direct the labours of two thousand people, & such people as he will have under his direction.
