Sir

     In my letter of the 30th April last I mentioned to you for the information of my Lords Commissioners of the Admiralty, that acting Lieutenant James Symons had united with the Rebels here and created himself commander of the Porpoise.  Since the appointment of Lieutenant Kent by me to the Command of the Porpoise, I find that Lieutenant Symons has so connected himself with Lieutenant Colonel Foveaux that he has engaged to carry home his dispatches in the Rose without any permission from me or discharge from the Service.  Of Lieutenant. Symon's Situation with respect to the Porpoise their Lordships will be informed by the inclosed orders given by me to Lieutenant Symons marked A.
