from the Colonies for a Supply of Coin, without having in my time Come to any determination on the Subject I very much wish therefore that the matter may be Considerd by wiser heads than my own before it is adopted, & in order to facilitate such an investigation I have funirnishd this Paper & am Ready to give any other information in my power to those who may think fit to undertake it

To me I confess that it appears clear that an application being made by a Colony for Leave to Issue Copper Tokens, Government may safely as Tokens have been so frequently made use of at home to be now almost interwoven into the British Constitution Consent to the measure, & that this, tho a Temporary Expedient need not be lookd upon as one that will soon require an alteration, but that it may be likely to continue & will be likely to Satisfy the Colonists till some general Plan of Supplying them with a Circulating medium Comm Common to the Whole of the West Indies Colonies Islands may be hereafter Contrivd

I Submit however some three the following Conditions as fit to be made with those who have the Consent of the Privy Council for Issueing Tokens to your Lordships Consideration

1.  That beyond the Consent of the Privy Council the british Government shall not be incur any degree of Responsibility on account of those taken, but that all acts necessary to put them in Circulation shall be done by the Colonial Legislature

2.   That the Tokens shall not be Legal Tender for the Payment of a Sum greater than

3d.   That the Tokens be not put into Circulation at a greater value than the actual Cost of them in the plan for which they wi intend

4th.   That the word Token do make a Part of the inscription upon them
