The request you make, as Captain Kemp's Commanding Officer, to convince Captain Kemp of the impropriety of his Conduct in Stating an unfounded accusation to His Excellency, will certainly be attended to when it suits you; but I am directed to observe on this head, that His Excellency conceives, and feels it His duty to act on the principle, that no Officer, so situated, could be deprived of doing his duty without it met with his approbation; And in His Excellency's Opinion, it not only reflected on Captain Kemp, but Colonel Patersons intention, and was contrary to the Orders of His Excellency, who has authority to arrange a general Outline for the defence
