It is hereby ordered, that all Proclamations, &c. which appear under the head of General Orders, and all Advertisements and Notices of any Officer of Government properly authorised to publish them in the SYDNEY GAZETTE and NEW SOUTH WALES ADVERTISER, are meant and must be deemed to convey full and sufficient Notifications, in the same manner as if they were particularly specified to any one Individual, or others to whom such may have a Reference.

Proclamation.
JOSEPH FOVEAUX.
As the Government of this Colony has been upwards of six months out of the hands of WILLIAM BLIGH, Esquire; and as the circumstances attending his Suspension have been fully submitted to his Majesty's Ministers, who alone are competent to decide, LIEUTENANT GOVERNOR FOVEAUX conceives it to be beyond his authority to judge between Captain Bligh and the Officer whom he found in the actual command of the Colony.
In assuming the administration of the Government until His Majesty's pleasure shall be known. LIEUTENANT GOVERNOR FOVEAUX is determined to adopt such measures as he deems to be most effectual for the preservation of the public tranquillity, and the security of public and private property; and to follow, in the discharge of the arduous duties imposed upon him, a system of the strictest oeconony, and the most impartial justice between persons of every description.
All reports, communications, and other correspondences relative to Public Business, are to be transmitted to JAMES FINUCANE, Esq. who is appointed Secretary to Lieutenant Governor FOVEAUX.

Sale by Auction.
To be Sold by Auction by Mr. Blaxcell, at his house in High Street, Sydney, on Friday the 5th day of August next, at 11 o'clock in the fore noon, the following valuable articles ; viz. 2 hogsheads of very fine Virginia leaf tobacco, 12 rolls of Brazil ditto, 500 lbs. of Rio Janeiro coffee, 10 reams of Spanish paper, an assortment of fashionable jewellery, and a variety of other articles, which will be enumerated in catalogues to be had two days previous to the sale.
On Sale at the house of John Colles, No. 34 Back Row East, the following Articles at reduced prices, viz. superfine white sugar at 10d. per lb. and brown ditto 9½ ; fine Hyson tea 11s. per lb, Turkey coffee 5s. per lb ; tamarins 3S per lb. Brazil tobacco 1S. per ounce ; Bandanna handkerchiefs 7s. 6d. each; ladies fancy silk do. 4s. each, long cloth 4s. to 5s. 3d. per yard; calico 2s. 9d. per yard ; white cotton thread [indecipherable] per skane ; coloured threads, silks, ribbands, and shoe binding tapes; table knives and forks, desert do. pocket ditto; Windsor soap, china in sets or small quantities, writing paper, bottle stands, &c.
Wanted, a sober steady Man who understands the care of stock, as Overceer to a Farm at Richmond Hill. - Application to be made to Mrs. Crossley.
To be sold by private contract, two valuable Mares in foal, will draw and ride exceeding well, free from every vice: the reason which the owner wishes to part with them is, because he intends to quit the colony by an early opportunity.

Any person having in their possession the first Volume of the Newgate Calendar ; which was some time since borrowed from Mr. Isaac Nichols, is requested to return the same, in order that the set may be preserved. It is in good binding, gilt, and lettered; with a coat of arms on the inside of the cover, the motto, Domine dirige nos.
Wanted, a Steady Man and Woman to take charge of a Dairy Farm at Prospect. - Apply to Mr. Isaac Nichols.
Stolen from the house of Mary Skinner, in Pitt's Row, on Wednesday night last, the following articles, viz. 5 children's robes, 1 yard and a quarter long, 3 with 24 tucks, and a letting in at the bottom; 2 of plain cambric muslin, 1 with 6 tucks, and vandyked at the bottom; the other vandyked all round, and double vandyked at the letting in; 24 children's caps, 9 of flowered muslin, laced, the other 5 plain, muslin borders, 8 tucks in each cap 2 worked women's caps, with large flower in the crown, 1 with point lace, torn over the left eye, the other a plain border ; also, a tambour'd muslin cap, with very broad lace sprigged, 3 gowns, one a frail creep japan muslin, full short sleeves, and vandyked, cambric cuffs ; a dark cambric gown, long sleeves, lead ground, spotted black and white in rows ; and the other the same make, ground olive with large spots red and black, with a yellow circle ; 1 fine long cloth shift, torn on the bosom, marked M 3; 6 pair of nankeen pantaloons, open at the bottom ; and 1 pair of nankeen trowsers ; 1 marseilla waistcoat, white ground with black birds' eye spots; several children's round-a-bouts and shifts, and numerous other articles of wearing apparel.
A Reward of Five Guineas will be paid on detection of the offender or offenders, by me,

The price of bread for the ensuing week, wheat 11d. and household 7d.
On Thursday arrived the Sinclair, with His Honor Lieutenant Governor Foveaux on board; who deferred his landing until the following day: when he was received by Lieutenant Governor Johnston, accompanied by the Officers, Civil, Military, and Naval. The batteries saluted; and the New South Wales Corps, drawn up on the Parade, paid Military honours on the occasion.
The Recovery, captain Bacon, landed her troops on Sunday last. They were welcomed by the military and populace in the warmest manner and forming on their landing marched with the full band to the Grand Parade. On the passage four died; viz James Dickey, Patrick O'Brien, Wm. York, and Charles McCarthy; the latter of whom unfortunately fell overboard, and could not possibly be saved.
Forty five privates arrived in the Sinclair, were landed on Friday, all in good health, and were heartily welcomed on their landing by their comrades and the inhabitants in general.
The Sinclair lost a seaman, shipped at Rio, who unfortunately fell overboard from the main top sail yard.

As I find tradesmen, &c.very little acquainted with the following Laws, I send them to you for insertion.
By the 9th and 10th King William III. C. 17, all bills of exchange, promissory notes, &c. foreign or inland, when due, should if not paid, be taken to a Notary Public without delay, who will note the same for half a crown ; which being neglected, the person cannot lawfully recover the same of that person who took it, nor sue any person without noting (except the receptor, who may be dead or run away) ; the moment the bill is noted it carries interest, and makes the acceptor, drawer, and all the indorsers liable to the person who holds the bill ; consequently he has four or more securities for his money : this Act was made perfetual by the 7th Ann, c. 31, Sect. 3.
And by a late Act passed within three or four years, any person making leases, billing up bonds, or doing any other conveyancing business, forfeits £50 for every offence, except licenced Attornies duly admitted, nor can such persons, who were disqualified, bring an action for the recovery of conveyancing charges.
All persons selling or buying horses, &c. to gain a living thereby, or for gain or otherwise, without having a license from the Stamp Office every year, forfeits £50 for each offence. There are many ostiers and grooms, that job in horses, that are liable to be informed against under this head, who have no annual licenses, and are ignorant that such a Law exists.
There are Laws in existence, with penalties attached to each offence for drunkenness and profane cursing and swearing, each penalty recoverable by the informer before a Justice. also for neglecting going to church on a Sunday ; these three last matters I believe the lower orders of mankind are ignorant of ; probably through the vehicle of your Sunday paper, which is more likely to be read on a Sunday by such persons than the bible, a reformation may eventually be accomplished, which is to be ardently wished ; for among the unenlightened part of the creation among whom these latter three articles prevail more than ever at the present [indecipherable], when every created being has an equal share in the human redemption, of which the first step is morality, that they may by these hints profit, is the wish of your friend,
