Scetch [Sketch] of & Letter from the Clerk of Council in waiting to the Lord of the Treasury

I am Commanded by the Lord + to acquaint you for the information of the Court of Jurisdiction, That their Lordships have Received advice of the Sailing of the Ship Sydney from his Majesties Colony of New South Wales, Laden with Elephant oil, Seal Skins, Masts, Ship Timber, Cabinet wood and other Articles, intirely the Produce of the Collected industry of the Colonists resident there, and that in Consideration of the increasing activity of this disant Colony & of the Ship having actualy Saild from Hence before the news of the Lady Sinclair having been detaind by the officers of the Customs here could have arrivd. Their Lordships are inclind to admit the Cargo to Entry in Case the Court of Directors see no Objection to this measure of indulgence towards an infant & improving Colony

I am also Commanded to Request you to acquaint the Court of Directors, that their Lordships intend without delay to Prepare instructions for the future Government of the Shipping Concerns of this Colony, on a Plan suited to provide the inhabitants with the means of becoming by degrees Less & Less burthensome [burdensome] to the mother Country & Framd in Such manner as to interfere as Little as Possible with the Trade the navigation or the Resources of the East India Company.
