Tho' I have contended that the allowance is not sufficient for the prisoners, yet their sufferings are aggravated by its being very often at least bad in quality. I examined the animal paid and found it miserably poor; and the bread which I tasted was sour and ill-baked. This naturally happens when the Contract is given to the lowest bidder, and the prices of all the articles of food have risen so enormously. If it be true that the Contractor has enjoyed to find the allowance, poor as it is, at the rate of 5s or 5 3/4s per head, he must do injustice to the prisoners or ruin himself.

At all events the business deserves to be enquired into ...for that these poor French man are not fed as human beings ought to be fed if their lives are intended to be prolonged, is a truth equally melancholy and indisputable.
