West Indies Council
Till the West Indies have agreed to destroy all currency & to circulate coin struck for them in Britain at its just value nothing can be done for their Government never will Countenance the iniquitous system now in Practise if it is understood

Tokens of Copper & Even of Silver may be allowd & any blend they chuse & strike them on Condition of their being put into circulation at their just & true value of the Coins money when on the island this expedient however will not suit the purposes of the Colonies when circulated in some Cases copper may be taken on this condition but silver I humbly conceive never will
