an administration, where coercion is the only engine of Government, and where consequently jealousy is continually on the watch to anticipate insurrection.
The present method of selecting Convicts might certainly be improved, and without any additional expence, every material advantage would arise to the colony. The method at present is to send a list to the Surgeon of the Ship of a certain number, from which he is to select the number required. In this Selection he of course regards merely health and age, as he receives 10 Shillings for every convict landed in health in New South Wales. Of their characters he can have no knowledge, and he receives no instructions respecting particular trades in prefer[ence]
