Arguments
The Encouragement given to the Southern whale fishers was to Enable them to Catch Whales in distant Seas The oil 26 Geo 3d. 50, 28 Geo 3d, 20. 35G.3d 92
The Preamble is to Encourage the taking of whales & other animals found in the southern seas.
The Premium is given for the greatest Quantity of oil &c [made?] from whales or other creatures Living in these Seas.
No such encouragement was necessary or expedient to encourage the taking of Seals we must Encourage our People to take them wherever they can find them or the americans will have them all.
Sealing is only a temporary advantage they do not renew & increase annualy a sealing harbor once visited does not Recover its original stock for many years.
