Wm Richards Junr takes the liberty of addressing Sr. Jos. Banks to inform him that he has heard Government intend sending out Convicts Provisions & Settlers imediately to Port Jackson.  As WR has not yet heard of the proposals he offered to the Lords of the Treasury - (the terms of which he assures Sr. Jos. Banks no Person can (with Justice) execute for less) he is apt to think the report may not be true, WR will be very much
