Sr. Joseph such Ideas as have occurred to him that may be both beneficial to the Publick as well as the Settlement, to have Sr. Joseph's approbation of as WR intends to make his propositions to the Treasury (if thought worthy to be laid before them) if not to wait for a Competition at the Navy Board where it is the Custom to take the lowest Offer - a proof of the impolicy of which has already been tryed, & WR is very sorry to add that it is his oppinion that not better accounts (if so good) will arrive respecting the last Fleet that Sailed.  WR hopes that Sr. Joseph Banks will excuse this liberty & if agreeable to favour him with his Answer.
