in the Complaint made to His Grace the Duke of Portland that it would be better to defer the investigation till the arrival of Govr. King.

Although His Excellency has behaved with every degree of attention to me since my arrival (indeed more than I could have expected) I cannot help declaring that a more active & a more determined person is wanted in this Colony for their Governor.  The price of the Necessarys of Life is beyond any thing ever heard of & I am certain has given rise to complaints construed into Trading and dealing with convicts.  It is well known that there is no money in the Country & those who have been convicts are the people that bring articles to market. At present mutton is two shillings a pound.  Rum is sold out of the ship that I came in at £4.4 per Gallon.  Servants wages is £50. a year besides his victuals & every thing in proportion. Untill the expences of the Colony is much reduced this will always be the
