Wednesdy Night 23.d Feby. 1791

Dear Sir

          I have been so employed from early in the morning to the Evening on the River, that I have not had in my power to see you. -  at 3 o'Clock this afternoon the Ship at Blackwall was purchased for our intended Voyage, & I also reported a small Vessel which will answer as a Tender. - To morrow I go down to Blackwall to direct in what manner the ship is to be fitted with respect to accomodations & [indecipherable] Rooms, a plan of it I shall give in to the Navy Board, and the utmost dispatch is promised to be used.  I have hopes the Launch will be on next monday Month. - I thought it necessary to make my application for Mr. Portlock & Wm. Bond first Lieut. of the Inconstant to go with me, and am glad to tell you it appeared to be well received, & in consequence expect Mr. Gutherie will be a Junior Lieutenant. - I shall certainly do myself the pleasure to wait on you Friday morning to give you further information. -
