Sept. 12.th 1803           

My Dear Sir

On the 5.th I received a message from the Admiralty that they wanted to see me. I saw Captain Markham who told me they were anxious to know what to do with the Fleet in the North Sea during Winter, in case it was necessary to their safety to Anchor about Dungyness, as well as to act against the Enemy; at least this was the amount of what he meant to say to me and therefore it was their Lordships wish that I would undertake a Survey of the Anchorage & to point out my opinion on the whole - such an undertaking I could not refuse, but I told him I would not undertake it as entering into the Surveying line;  as doing it to Oblige the Admiralty, & a particular point of Service, I would execute the proposal, and have undertaken it as a public service to my Country.  My Lord St. Vincent not
