We have now only thirty seven weeks salt Provisions for the use of all the Settlements therefore I hope due supplies are on the way hither. This Colony cannot be able to supply itself with that article these seven years - not sooner I am certain, if it does at that time.
But the most material thing to be done is to make every one confident he will enjoy a just and upright Government - remove without delay the very unfit & any disgraceful Judge Advocate - change the N.S.W. Corps & send them to India. Whatever soldiers are to be here let them be soldiers, and not those who are without exception ingrated with Convicts. I found two officers Magistrates, but there never shall be another under my Government. I cannot do this away without a cause but it should be decided at home.
