I shall give you my opinion in promoting the Welfare of the Colony. I would abolish many of the present measures, Hold forth provisions relative to the agriculture, the rearing of animal food &c.  I would put no restraint upon spirits, unless those of a pernicious quality.  I well know that hard work is facilitated by the use of liquor, witness the drudgery of London.  I would invite ingenious mill wrights, for strange that there is not a water mill in the colony, though here are places that where mills might be erected at a little expence.  I farther think that there are so many families in workhouses in England, that were they sent here as settlers, with a little indulgence, they would be useful to the colony, and acquire wealth.  And at the same time free the parishes in a great measure from what is at present much complained of.
