Sir
I have made application to the Sec of State on [indecipherable] account & find as I expectd every inclination to do what is Fight in my case I therefore expect in a few days to Receive directions to enquire for a Proper Passage for him & to Report the Probable Charge of all that will be necessary to Provide on the occasion
I must therefore beg the Favor of you Sir to draw out a Statement of what you think will be a proper allowance for him & clothes & necessaries & also what his Passage is Likely to Cost & what you think will be a proper assortment of Presents or Tools I need not add I conclude that as the cost must be provided for by an issue of Public money the whole should be conducted with great economy as his situation on board the ships he has been in was no doubt in all cases that of a Seaman I conclude he need not be treated as a Cabbin Passenger in which case as the charge of his Passage money would almost be done away a larger allowance might be made for Tools presents & necessary
