Majesty's Service, and what in Justice to the other Officers could not be done, they having been upon that Detachment only four Months, and that Tour of Duty being twelve, I did not comply with their wishes, they then addressed me separately and Capt. Abbott informed me, that it was his Intention, to appeal for Redress from my decision to His Royal Highness the Commander in Chief - their Correspondance I have the Honor to enclose, and hope it will appear to His Royal Highness that I have been actuated by no other motives than Impartiality and Justice.

Ensign Bayly who returned from Norfolk Island to Head Quarters in the Month of November last, has likewise been an active Partizan of Capt. McArthur's, and disposed to give much trouble, he has been twice tried by Courts Martial, since his Arrival from Norfolk Island. 

I mention these Events to show that a Party Spirit existed, of which, I consider Capt. McArthur the cause, and to point out the necessity there appeared, of taking the decided Steps, which have been adopted.
