my Command falsely charging me with depriving him of his Military Rank and Command in the Corps, and degrading him in the estimation of the Soldiers - and Your Excellency desires I will reply thereto to You as Commander in Chief.

In obedience to Your Excellencys Commands I must respectfully reply as follows.  That Captain Kemp was permitted by Lieut. Colonel Paterson (my Superior Officer) to come to Head Quarters on leave of absence from his Post at Port Dalrymple as appears by the Official Returns sent by that Officer to Your Excellency, and which you did me the honor to acquaint me with, that Your Excellency at the same time required that a Captain should be sent down to Port Dalrymple to supply the vacancy of Capt Kemp but there being none at Head Quarters to relieve him Your Excellency was pleased thro' my recommendation to order him to return to his Duty at that Settlement, as appears by the General Order of the 11th Ultimo.

Your Excellency has since thought proper to annul that Order (on what account I am at a loss to conjecture) and to order that Captain Kemp should remain at Head Quarters but without taking from
