I hope Sir you will take those Charges into Consideration and take such Steps as you think necessary for the good of His Majesty's Service to bring Captain Short to justice as it is impossible for the Officers of the Ship to live where such flagrant abuses exist, and have the honor to be, with Respect,

I beg leave to acquaint you that I have been close confined under an Arrest since the 28th of November and not even allowed to come out of my Cabin to my Meals for charges I am not yet acquainted with.
