as Colonial Secretary and with the most Sincere respect subscribe ourselves 

your most obedient Servants.
 

I Thomas Arndell Esqr who came into the colony of New South Wales, at it's first formation, as a commissioned officer and for thirteen years since retired to my own estates from that public service by His Majesty's Special permission, on an annuity during life, for past Services, and have since held the Situation of principal Magistrate of the extensive agricultural Settlement in the interior (viz) Hawksbury, Richmond, Nepean, Portland &c do hereby certify that the people since his Majesty's governor was dispossessed have been altogether forbidden the privilege of petitioning or representing the grievances they laboured under owing to the influence and allowed measures which have been adopted by a John McArthur called the Secretary to the colony.

And I do vouch that this is one of the papers, the annexed requisition, signed by six principals of a district (according to the regulation) which with those of the other districts was refused, denouncing vengeance to the applicants, for their requiring the rights and privileges allowed by the laws of the realm, to the suffering Subjects.
