The principal inhabitants having requested me to deliver their address to your Excellency, and to act as their representative, on the occasion, I with every deference beg to lay the same before you, and to answer for them, in any matter relative thereto, your Excellency may wish to be informed.

We the free inhabitants of Sydney in the Territory of New South Wales collectively, and individually respectfully beg leave to offer our unfeigned congratulations to your Excellency, upon your appointment to this government, and to express our happiness at your safe and long wished for arrival.  We
