be considered as the property of the Public.

This Leaves all such scetches as their Lordships shall not think of value enough to deserve finishing on the Public account to the disposal of the draughtsmen but I think it  secures on supervision enough to the Public by giving to their Lordships the offer of appropriating to the public every scetch they may think likely to be of any public utility whatever all such things as their Lordships shall finaly approve to the disposal of the Board.
