that, a Captain can be dispensed with at Port Dalrymple, Captain Kemp can remain here, as there is no other Captain to take that Duty, and should Captain Piper return from Norfolk Island, I cannot with any degree of justice to him, after being on detachment upwards of four years, send him directly on another duty.
