by the ancient custom of this County unrated Goods Paid Duty 5 per Ct ad valorem & this Rate of Duty seems to have been Continued till Later times in Consequence however of additional Duties Laid on in general if not always without any particular View of Burthening that Particular article as additional 5 per cents [levying?] duty Tonnage Duty &c &c. The Charge upon unrated goods at Present amounts to more than 37 per Cent ad valorum
it is conceived that the Policy of Laying upon unrated that is unknown articles an impost to heavy as to act in almost all Cases as an absolute Prohibition to their importation has never been brought under a fair discussion at [Fent?] [indecipherable] The article appears of so little importance that it may have been deemed more wise to Save trouble t the officers of the Customs by prohibiting the importation of unknown goods than to Lay them under the necessity of examining when goods are alledged to be of that description whether or not they are not realy referable to the book of Rates
a few Facts which may not have presented themselves to the view of the Commissioner of his requesting Treasury may Possibly put this matter in a different Point of view
in the Common markets or Bazars of India from 1500 to 3000 articles of Consumption
