Pendant on board His Majesty's Ship Porpoise, on such Ship as might be on this Station, (a copy of which You will receive herewith) I immediately hoisted it on board His Majesty's Colonial Schooner, Estramina, as the Porpoise was then detached on a particular Service, and as no plan of War was then in the Harbour of Port Jackson, on board of which vessel it continued flying until the 27th January last, when it was hauled down by the direction of Major Johnston commanding Officer of the New South Wales Corps, who the day before confined me and usurped the Government of this Colony;  and whereas the said Major Johnston prevented me from having any communication with His Majesty's Ship Porpoise on her return on the 4th February, and continued to act in such manner up to this day (except through his hands allowing me to convey an Acting Commission to you), when Lieut.t Colonel Foveaux being arrived has granted You permission to communicate with me; You are, therefore hereby required and directed to hoist and wear my Broad Pendant on board His Majesty's Ship Porpoise, entering me on the Ships Books as Commodore;  and You are to enter Mr. Edmund Griffin as my Secretary on a separte [separate] Supernumerary List.
