in forwardness (which no one but you can do) without losing all the time you remain in Lincolnshire.

I find Mr Webber willing, but not desirous to go to Paris to procure the paper, you are the best judge whither he, or any other person, or no one, should be employed in this commission.

There is one part of the business that I know not how to meddle with, as I cannot have any intercourse with the Admiralty, & that is a very essential matter to be settled, I mean the sum of money that the paper will cost, which you will percieve amounts to £1000; whither this is to be paid by the persons who are to have the profit on the sale of the books, or by the Admiralty I know not; but at all events the money must be advanced, or the work will be at a stand.
