By the favour of yours of the 14th instant which I have just now recieved I find that my second letter had not reached you, and the principal point, on which in my opinion the forwarding the business of the publication depends, is agitated in that letter; for I do not see that anything can be done about the purchase of the paper, till we can ascertain who is to pay for it.
