Augt. 20.  The cartels are sailed with all the prisoners of war, and I have obtained permission to reside in the country, upon more liberal terms than I expected, or than is consistent with the belief of the French government of my being a spy. I believe that notion is now given up, and that general De Caën would be very glad to get handsomly clear of me.
