Message from Secretary of State for Colonies -
In connection expedition against German possessions in Pacific - British flag should be hoisted in all Territory occupied with success by His Majestys Forces and suitable arrangements made for temporary administration.  No formal proclamation of annexation should [indecipherable] [however?] be made without previous communication with His Majestys Government
