of their Toil and Government would derive all the benefit that could possibly be produced by the proper application of Labour among the Convicts ; and by giving Suitable - encouragement to the discoverer of any thing valuable in Arts,  Manufactures, or Commerce, the Condition of the Inhabitants would be improved, and the public Expences of the Settlement materially lessened . -

     The Colonial Commandants would also feel a particular gratification in attending to the Conduct of the Youth within their District. and would feel it a pleasing taste to see that the persons entrusted with their Education were faithful and assiduous in the discharge of their Duty that the rising Generation might be inured to Virtue, and taught to shun the path's of their Fathers, as the Settlement from its remote Situation would in many Cases derive great benefit and effect, from the local administration of the Governor and Council. this Board ought on every Account to be composed of the Colonial Residents together with the Judge advocate as its Secretary. - Thus assisted the Governor would be furnished with a true and perfect Account of the progress of Improvement in the Settlement and be enabled to carry into execution the best Regulations that could be devised for the promotion of its Interest. -

     I am aware that to these Measures may be objected the additional Expences of these appointments, but there is no economy in being too parsiminious, and I am persuaded that the savings which would
